A good measure of success in Iraq and Afghanistan is the ability of NGOs to operate freely. NGOs are the leading edge of globalization and critical in the process of recovery from state failure. Given this status, they can be seen in aggregate as "canaries in the coal mine." In both Iraq and Afghanistan, some of the most intrepid NGOs have left. Those that remain do so with a token presence in the capitals.
