LA Times.  Exporting 4th generation warfare to El Salvador.  Government officials, including Deputy Citizens' Security Minister Rodrigo Avila, blame the violence at least in part on the deportation of nearly 12,000 Salvadorans with criminal records from the United States since 1998. Many are prison-hardened former gang members in Los Angeles and other U.S. cities who were sent back here as illegal immigrants.

A big problem with Krurlak's "Three Block War" concept (which has some great aspects) is that global guerrillas operate on the operational and strategic theaters.  They gain leverage by attacking systems, and can thereby reach into the three block radius where a counter-insurgency team is operating, to create chaos.

This makes all the difference in the world.  To say that the growing global insurgency is the same as previous insurgencies over the last 70 years is akin to saying a nuke is only a very big bomb.
