Juan Cole spins the election results in Iraq, where the turn-out was less than anticipated (in contrast to the early reports on the percent turn-out rather than the pre-election estimates).  The problem is that Iraq is still, and will continue to be as long as global guerrillas operate, a failed state.  4:12:53 PM
